Libya's Political Transition: The Path Ahead

On November 6, Libya’s supreme court invalidated the country’s elected, internationally recognized parliament, in the latest blow to a troubled transition process. Indeed, more than three years after the overthrow of Muammar Qaddafi, Libyan efforts to build a stable, cohesive, democratic state are facing serious setbacks. The violence that erupted in May has continued as Libya has split into two broad camps. The elected parliament fled to a remote eastern city and has decided to back renegade former general Khalifa Haftar’s campaign against Islamists.

Meanwhile, Libya Dawn, an Islamist-backed umbrella group, dominates Tripoli and supports a rival parliament. As UN envoy Bernardino León recently warned, Libya is facing “protracted conflict and civil strife.” At this critical moment in Libya’s transition, the Brookings Doha Center is pleased to host a discussion on the domestic security challenges and political deadlock the country is facing. The discussion will also consider the role of the international community and how it can assist in ending the crisis.
